This is a ludicrous horrible idea being pushed by anarchist cloaked in a compassion argument for the prisoners, yet they didn’t get in prison by being good people, so they get out and commit more crime. This is meant to spread anarchy and chaos among America’s citizenry. Not to mention prisoners are often safer in prison as they have less interaction with society behind bars thus they are safer.
